Convicted armed robber serving time in prison wins $300,000 settlement from KCPD

The Kansas City Police Department is not admitting any wrongdoing; but has agreed to pay Manuel Palacio  $300,000. Palacio sued claiming that police used excessive force when he was arrested in May 2014.

Police dash cam video showed officers nudging Palacio with their police cruiser.  Officers then jump out of the car with guns drawn and ordered Palacio to get on the ground.  He complies and while he was handcuffed, he was punched and verbally threatened by 3 to 4 police officers.

Palacio pleaded guilty to armed robbery and is serving a five year sentence. Police officer Shannon Hansen is no longer with the Kansas City Police Department.  Hansen was seen on video punching Palacio.  Hansen pleaded guilty to misdemeanor harassment and was ordered to spend 30 days in jail with a two year probation.

Two other police officers seen in the video are still with the Kansas City Police Department.
