Wisner was a physician assistant at the Eastern Kansas VA Hospital in Leavenworth, Kansas, before surrendering his license last year.

He's accused of sexually abusing multiple veterans.

The 11-page affidavit for his most recent criminal charge explains an interview between Wisner and a VA investigator.

Wisner admits to the investigator he crossed the line.

He confessed to performing an excessive amount, and often unnecessary, genital exams. He also over-prescribed opiates to veterans and didn't keep an accurate log of visits and records, to avoid getting caught.

Wisner told the investigator he victimized veterans because he was a victim of sexual abuse by his grandfather at the age of 13.

"Wisner admitted that he was indeed curious about homosexuality and has been since he was the victim of a sexual assault when he was 13 years old," court records stated.

He added he has had a curiosity of homosexuality since he was abused.

He admitted to trying to experiment with veterans who visited him for medical care, especially the ones he thought to be gay.

"Wisner confessed that if a veteran patient state he was gay or if Wisner believed that to be the case, he would in fact 'experiment' as long as the patient did not indicate an objection. He thought, based on the actions and the nature of their conversations the these veterans were open to such experimentation," court documents stated.

Wisner is currently held in county jail. He was appointed a new public defender on July 6.

His next court date is scheduled for Aug. 11.
