KANSAS CITY, Mo. — Clinton, Missouri, is under a civil emergency as the community’s positivity rate reached its highest point yet during the COVID-19 pandemic.

Mayor Greg Lowe issued the declaration Friday afternoon.

While the order gives the city access to more resources to fight community spread, it stopped short of mandating usage of facial coverings.

Rather, residents are strongly encouraged to wear masks in situations where they may come into contact with someone not in their household.

In addition, businesses, churches and schools also are strongly encouraged to have policies for mask wearing.

Some city buildings will be closed to the public starting Monday through at least Dec. 1.

They include:

  • City Hall
  • Police department
  • Fire department
  • Community center
  • Aquatic center
  • Benson Center
  • Street department

The order indicated the city’s bus system “will resume no earlier than” Dec. 2.
