Attorney says judge wouldn't release murder suspect on modified bond

KANSAS CITY, Mo. – Michael Dumas's attorney says he doesn't think a judge would modify bond due to jail overcrowding.

It’s been documented that the Jackson County jail has been over capacity by dozens or more at times. The jail holds 754 people. The night before Michael Dumas was released on modified bond, the jail had 755 people.

In September 2017, Dumas was charged with the murder of a man near QuickTrip and 40 Highway. In November of 2017, Dumas received a modified bond. From $150,000 cash, to $150,000 secured. Meaning he only had to post ten percent to be released.

In the same time span of Dumas’ arrest, a Grand Jury report cited multiple inmates who had modified bonds due to overcrowding at the jail. While Dumas’ name is not mentioned in the Grand Jury report, his case falls within the timeline on the report.

The lawyer for Dumas, John Picerno said he doesn't think a judge changed the bond because of overcrowding.

While out on bond, Dumas was charged with the murder of a woman Sunday in Independence. That woman was a witness in the 2017 case against Dumas.

Tuesday, the prosecutor’s office had no comment about the case, citing pending litigation.
