Community saddened to hear of Officer Mike Mosher's death in shoot-out with suspect

OVERLAND PARK, Kan. — Neighbors were saddened and shocked to find out an Overland Park police officer was shot Sunday evening right outside their doors.

"I thought, I'm confused — I thought maybe the car was backfiring or catching on fire, it was strange. I thought no, it's gunshots," Vicki Myers said.

The shooting happened right outside her back patio.

Officer Mike Mosher was heading into work and responded to a hit-and-run at 143rd Street and Antioch Road. He followed the suspect to 123rd Street and Mackey Street.

"I see the suspect's black car — well, I didn't know then it was a suspect. The front end was pretty banged up. Then I saw the officer's unmarked vehicle," Myers said.

Myers said seeing the aftermath was horrible.

There was a confrontation and Mosher and the suspect exchanged gunfire.

The suspect, 38-year-old Phillip Carney, died at the scene.

Mosher was rushed to the hospital, where he died.

"It's a great, great loss for a lot of people and specifically for his family," said Lyle Caudill with the Kansas Gun Community social media platform.

Caudill is a friend of the Mosher family. Mosher served as an administrator for the Kansas Gun Community page. They met one another through the Kansas State Rifle Association.

Mosher and his wife, Corinne, are firearm instructors and active in the gun community.

Mosher ran his own company, Tactical Simulation Solutions.

"Mike's always been quick-witted, a man's man," said Caudill. "This personified who he was. Him being off-duty and doing what was righteous, that was Mike."
