Ex-KCPD officer who lied about being shot charged with false report

KANSAS CITY, Mo. — A former Kansas City, Missouri, Police Department officer accused of lying about being shot last fall was charged with making a false report, according to records.

Kelly Sapp, 53, was charged with the misdemeanor in connection with a Sept. 14 incident where he reported being shot while working off-duty at a shopping center near East 63rd Street and Blue Ridge Cutoff.

The longtime KCPD officer told the department that he heard multiple shots coming from a nearby wooded area and discovered he had been shot in the chest.

About a week later, KCPD said it had found the officer’s account to be inaccurate, and he was suspended pending the outcome of an investigation.

In a probable cause statement, police said his statement did not match evidence found at the scene and that his actions were "inconsistent" with his training and the situation.

According to the statement, no assault was captured on any area surveillance video, and no suspect could be seen coming or going from the area.

A month later, Sapp was questioned again as a suspect. He told investigators that he had "screwed up" and was in crisis, which had led to the incident, according to the probable cause statement.

In 2017, Sapp, a military veteran, told 41 Action News that he planned to walk 128 miles to then-Gov. Eric Greitens' office in Jefferson City to demand a meeting over rising violent crime rates in Kansas City.

His next court appearance is set for May 28.
