KANSAS CITY, Mo. — UPDATE 2:30 PM 5/14/2018: Police have identified the man in a motorized wheelchair who was killed while crossing 11th Street on Charlotte Monday morning.
Police say Phillip M. Noel, 50, is the man who died after being hit by a vehicle.
The driver that hit him fled the scene, heading west.
Police said Noel was in a marked crosswalk when the car struck him.
"Just the stature of somebody sitting in a wheelchair, as low as they are, being struck by a vehicle, you know that's somebody that's extremely vulnerable," Sgt. Bill Mahoney of KCPD Accident Investigations said.
Noel had severe head injuries when he was taken to the hospital, where he later died.
Kansas City police are searching for the car pictured below in connection with the hit and run. They believe it's a white Saturn Aura with temporary tags and front-end damage.
