Kansas City woman killed in Milwaukee, young daughter missing

KANSAS CITY, Mo. — 24-year-old Kansas City Sierra Robinson was shot and killed in Milwaukee on Monday.

"It's minute by minute. It's devastating. I am trying to stay positive. Trying to stay humble," said Hank Robinson, Sierra's father.

Her father said this all started when she went to introduce her daughter, Noelani, to her biological father, Dariaz Higgins.

"She wanted a relationship between her child and her child's father," said Robinson.

But, things started to turn ugly between the parents.

"He had stopped contacting her," said Robinson.

The 24-year-old told her family things had gotten better.

Court records show on Monday, she and a friend went to pick up the 2-year-old. That's when witnesses said they heard gun shots.

"My daughter died almost instantly," said Robinson.

The second victim was treated for multiple gunshot wounds.

Higgins was arrested in Milwaukee Wednesday afternoon and charged with homicide. Noelani has not been found.Police are investigating tips that she may be in Minnesota or Ann Arbor, Michigan.

Robinson has this message for the little girl's father.

"She wants her mother. I guarantee you she is asking for her mother right now," said Robinson. "He needs to tell his side of his story. Speak up for himself and allow Noelani to have a life."

But, the grandfather said they assured him that they are actively looking for them.
