INDEPENDENCE, Mo. — The Little Blue River is out of its banks in several locations, including at The Gardens at Jackson Creek in Independence, Missouri.
Residents are waking to see their cars partially submerged outside of the senior living facility.
Larry Hines has lived at the apartment complex for two years. His car was surrounded by flooding but it didn't get above his tires.
"We had high water before, but never in the parking lot and the creek," said Hines
Heavy rainfall throughout the Kansas City metro forced rivers and streams to rise to levels beyond even July's record-setting flood waters.
