KANSAS CITY, Mo. — A Kansas City, Missouri, man who allegedly fired a handgun at a vehicle and struck a 5-year-old child Thursday in Independence, has been charged with three felony counts.

Investigators discovered 10 shell casings at the scene. Several other children were reportedly in the car.
After he was arrested at a Buffalo Wild Wings near Zona Rosa nearly 20 miles away, where he was tracked using an ankle monitor he is required to wear as part of his probation, Webb told investigators that he didn’t know why he fired at the vehicle.
He also said he had been unaware he had struck a child inside the vehicle.
If convicted on all counts, Webb could face up to 30 years in prison. He is being held on a $100,000 bond.
