KANSAS CITY, Mo. — Joel A. Roseberry, 44, of Kansas City has been charged in the fatal March 2020 shooting of Frederick Outley outside a convenience store near 9th & Prospect.

Jackson County Prosecutor Jean Peters Baker filed Murder in the 2nd Degree, Armed Criminal Action and Tapering with Physical Evidence charges today.

According to court records on March 1, police were dispatched to the area of 9th & Prospect on a reported shooting.

There they found Outley in the parking lot of Xpress Mart convenience store.

He later died at Truman Medical Center of his gunshot wounds.

A video from the store showed him arrive at the store and become involved in an altercation.

Later the video showed Roseberry produce a handgun and shoot Outley several times as he ran away.

Roseberry then walked toward Outley and fire more shots. At no time did Outley ha a firearm or any other weapon.

Prosecutors have requested a $200,000.00 bond.
