KANSAS CITY, Mo. — A 19-year-old Kansas City man turned himself into police Monday in connection to the March 4 death of Riley McCrackin outside of a Raytown pool hall.

On Tuesday, Jackson County prosecutors charged Logan England with first-degree murder and armed criminal action in connection to McCrackin’s death.

Surveillance video reviewed by detectives captured the shooting outside the pool hall in the 10000 block of East 63rd Street in Raytown, Missouri. In the video, two people are seen approaching McCrackin when one shooter, identified as England, opens fire on McCrackin. A second person also opened fire on McCrackin.

Court documents said that a witness overheard a conversation earlier in the day between McCrackin and England, though the nature of the conversation wasn’t disclosed.

Early on Monday, prosecutors say a witness called England and told him he knew what he had done, to which the witness said England cried in response, saying, “I’m so mad at myself. I can’t believe I did this.”

That witness told England to turn himself in, and four hours later, England surrendered at the Raytown Police Department.

Prosecutors have requested a $250,000 bond. England remains in custody.
