Earlier Tuesday, the blue van with pictures of pets on the side was in the parking lot of the Mission shelter. A female employee was loading dogs inside about 8 a.m. when it was taken.
Two adult dogs, described as a black three-legged dog and a gray and white spotted dog heading to surgery, were inside, along with two puppies.
The employee went inside the building to get more dogs, and when she came out, the van was gone.
Mission police say detectives were continuing to gather information.
