The Mission Planning Commission unanimously voted to recommend an updated plan at Mission Gateway.
This is the fourth time the plan has changed, but developer Tom Valenti thinks this one will stick.
"I think we got excellent feedback," he said. "I think people love Mission and they would love this opportunity for a rental property that's walkable, that has great amenities to it and also has shopping readily available."
The new plan includes rental apartments on top and around Wal-Mart. The project also includes a hotel and other retail.
Some residents said they are still not satisfied with the plan.
Barbara Porro is one of them. "They've done a great job of covering up Wal-Mart but it's still Wal-Mart, and we are still objecting to the fact it's Wal-Mart."
Porro specifically is not happy that the large retailer is open 24 hours.
The project doesn't get a formal green light until the City Council signs off. They're expected to take up the issue next month.
